Rules and Regulations
The Midwest Police Motorcycle Training of Illinois Motorcycle Skills Competition and Safety Seminar is open to all Police Motor Officers, active and retired, as well as all Civilians riders.
Police Expert Division Requirements
All active Police Motor Officers with police motorcycle setups must compete in the Police Expert Division. Moreover, retired (inactive) Police Motor Officers also using police motorcycle setups must also compete in the Police Expert Division. However, retired (inactive) Police Motor Officers using non-Police setups can compete in the Civilian Expert division.
Any Law Enforcement Officer (LEO) who has completed 80 hours of Police Motor training and/or is a Police Motor Instructor fall under the definition of Police Motor Officers above and MUST compete in the Police Division per above.
Division Recommendations for Civilians that are Competing
Only civilians with advanced police motorcycle training should compete in the Expert Civilian Division. The same exercises will be ran in this division as ran by the Police Expert Division.
The Intermediate Division is targeted for Civilians with more than three (3) years riding as well as advanced civilian rider training. The Novice Division is targeted for Civilians who do not have advanced training - note that Motorcycle Safety Foundation (MSF) Experienced Rider Course (ERC) is not considered advanced training at this level of competition.

Four Divisions - two runs are ran per contestant per division in the main event (the second run is a timed run).
See rules and regulations above for which class you should participate in.
- Expert Police
- Expert Civilian
- Intermediate Civilian
- Novice Civilian
Slow-Ride Competition (open to all divisions).
- All Slow-Rides require a $5 donation fee - maximum of three (3) rides.
- Only the first run will count for the "Top Gun" scoring. All three runs will count for top scoring in the slow-ride event.
- Police and Civilian Expert division contestants:
- Will run a key hole Slow-Ride (18 feet).
- Intermediate and Novice division contestants:
- Will run a straight-line Slow-Ride.
- The competitors time will stop at the occurrence of any of the following:
- A competitor puts a foot down.
- A competitor drop the motorcycle.
- A competitor touches a boundary line.
- Timing starts when motorcycle front tire breaks entry plane, and time ends when rear tire breaks the exit plane.
Partner Ride Exhibition (open to Expert Division contestants - Police Only); does not count toward "Top Gun" Rider
- All Partner rides require a $5 donation fee - three (3) rides maximum.
- This event will consist of two motorcycles being tethered by a 36 inch velcro tie.
- Each Competing team will have a predetermined course of travel.
- DISQUALIFICATIONS—If any of the following occurs, the team will be disqualified in partner ride competition:
- If the connecting ropes are separated at the Velcro connections
- If any team member puts their foot down.
- If any team member touches a cone.
- If any team member drops the motorcycle.
- Rides out of the predetermined course of travel.
Motorcycle Requirements
- Novice and Intermediate Divisions must BE a minimum of 600 cc’s and weigh a minimum of 550 lbs
- Expert Division must be a minimum 1200 cc’s and weigh a minimum 600 lbs.
- Police Expert must compete on a police motorcycle that is equipped in the “Normal Deployment Configuration”. This would include lights, saddlebag rails and engine guards (AKA crash bars). Fork stops may not be removed and or altered in any way. Note that deployment configuration should be considered factor equipped when your department receives the motor.
- Tire pressure must be consistent with Manufacturer’s recommendations for all events. Spot checks will be performed and if a competitor can remedy any low tire pressure within the “malfunction” period then the rider may continue; else they will be disqualified on that event.
Malfunction Breakdown or Malfunction
- Once a competitor starts an event, breakdown excuses will not be allowed and judging will commence. Penalty seconds will be assessed based on the event scoring. Breakdown or malfunction will not be accepted as grounds for an appeal.
- If a breakdown or malfunction is encountered prior to beginning an event, the competitor or team will be permitted 10 minutes to repair or locate a replacement motorcycle of the same class.
Competitor Attire
- All Police Motor Officer competitors must compete wearing the appropriate uniform that is normally worn on duty. (Tasers, O.C. Spray and Radio are not required). A casual police shirt or soft tactical uniform is acceptable for practice only.
- All competitors (police and civilian) must wear an approved DOT helmet. The helmet must be properly fastened while on the courses; ankle high boots, gloves and eyewear are required during competition and practice. Safety is our main goal; failure to comply can result in disqualification.
- Civilians must wear appropriate attire for motorcycle riding per above.
Competitor Conduct and expectations
- All competitors and support personnel (e.g. administration, family and friends) involved in the competition are expected to maintain professional conduct at all times.
- Anyone who displays or engages in unprofessional conduct as determined by the competition committee or his or her designees may be disqualified from the competition.
- Safety is our main goal, NO HORSEPLAY WILL BE TOLERATED. If a rider is found to be violating any safety regulations, they can be disqualified at any time and removal from the event. This includes (but is not inclusive):
- No side saddle riding.
- When maneuvering the motorcycle, both hands on always on handle bar, both feet on appropriate pegs / floorboards, etc.
- No locking throttle also plays here, as it is a serious safety consideration as for example if the motorcycle rider goes down and or loses control of the motor.
Competitor Restrictions
- Each competitor may enter any competition they desire as long as they pay for registration fee of $30.00 ($25.00 pre-registration). The waiver and Liability form must be signed.
- Registration covers one rider and one motorcycle for the individual competition.
- Competitors may only compete in one division.
Scoring

Top Gun Competition Run Off
- Top Gun is the overall top Police / Civilian contestant - the competitor must compete in both the Expert Division (Police or Civilian) as well as also the slow ride competition.
- The accumulative score will be used for determine the "Top Gun" status of a rider.
Judging
- The Judging committee consists of :
- Head Judge - responsible for all judging aspects related to the event
- Head Field Judge - responsible for the judges manning the event patterns
- Field Judges - responsible for the various division class event patterns
- Official Score keepers - responsible for each division scoring
- Event Timers - responsible for timed events
Disputes
- If any rider disagrees with the judging or questions a rule, they must notify the head judge immediately after their run.
- If the judge does not resolve the dispute, the dispute will be referred to the rules committee for evaluation.
Rules Committee
- A rule committee is established to settle all disputes that may arise during the competition.
- The rules committee will be comprised of five members.
- One member from Midwest Police Motorcycle Training of Illinois.
- One member from Midwest Police Motorcycle Training of Michigan.
- One member from NYC Metro Motor Skills.
- The Head Judge.
- The Head Field Judge.
- All disputes submitted to the rules committee will be discussed and a decision rendered vote of the committee. The decisions of the rules committee are final.
Awards
- Overall "Top Gun" is the top rider. This is a combined score from both the Police and Civilian expert riders as well as their slow ride score.
- Overall Police Expert - 1st, 2nd, and 3rd
- Overall Police Slow Ride - 1st, 2nd, and 3rd
- Overall Civilian Expert - 1st, 2nd, and 3rd
- Overall Civilian Intermediate - 1st, 2nd, and 3rd
- Overall Civilian Novice - 1st, 2nd, and 3rd
- Overall Civilian Slow Ride - 1st, 2nd, and 3rd
- Overall Partner Ride Exhibition (Police Only) - 1st, 2nd, and 3rd
Awards will be announced at the closing ceremony.
